A41 Speed Camera Statistics

We have been provided through the Freedom of Information Act 2000 a number of statistics and answers to an enquiry regarding the A41 average speed cameras along Whitchurch Road. This has raised additional questions which are detailed below as at 12th September 2025:

1. Could they provide the volume of speeding infringements since installation?
A. 12,251

2.  Could they provide the volume when fixed penalties were issued?
A. 4,624

3. Could the provide the volume of fixed penalties that could not be issued? And the reasons for this.
A. 7,427 This could relate to different reasons such as foliage obstructing the camera, the quality of the image being insufficient, being unable to identify the owner of the vehicle, emergency services or non-UK vehicles.

4.  Is the system able to issue fixed penalties to non UK vehicles? If so, which countries are and are not in scope.
A. Yes. Not Applicable – There are no countries which are out of scope.

5. In addition, could you pose the question to whomever, when the police / VOSA have last conducted an operation on this stretch of road? Overloading, tacho infringements, drink driving etc etc
A. An operation was established in 2019 that specifically relates to Heavy Goods Vehicles on the A41.

This prompted follow up questions below we are awaiting a response on:

1. The two figures provided in A2 & A3 do not equal to A1? Where are these?

2. A3 Seems to indicate that non-UK registrations would be a reason for not being able to issue Fixed Penalties? However, A4 says that no countries are out of scope? And yet they can’t issue them? This answer needs further clarification.

3. Could they provide the total of non-uk infringements and how many they were about to issue FPN’s to? This is to identity the scale of the issue (if any).

4. The effectiveness of the cameras appears to be at approx 37.7%? Meaning an infringement taking place and then being able to issue a FPN. Is this a normal conversion rate? As it seems pretty low to me?
